Welcome From Captain Mary Edwards-Fears

Dear Citizens,

Hi!  I am Captain Mary Edwards-Fears, Commander of the 5th District.  Our district includes more than 15 schools and 200 businesses and is home to the legendary Crown Candy Restaurant.  Our officers are committed to our continued efforts to reduce crime in the District.

As a result of our partnerships with residents and businesses owners, we’ve re-established Public Affairs Meetings for the district so that citizens have a forum to share their concerns and share information. The Fifth District Business Association has also been reestablished. Our officers look forward to continuing to establish relationships with the community. We are fortunate to have elected officials and neighborhood leaders who are also committed to developing the area. We look forward to the continued growth of the Fifth District particularly the development of “Crown Square” in the Old North St. Louis Neighborhood.

The commanders, supervisors and officers will continue to do our best to ensure that the Fifth District, with its many diverse neighborhoods and businesses, remains a safe place to place to live, work and play.  Our top priority is to improve the quality of life for our residents, and ensure the safety of the patrons and employees of the many businesses who support us.

2009 Officer Awards

January – Police Officers of the Month Andrew Griffin and James Wilcox
On January 7, 2009, Officers Griffin and Wilcox saw a suspicious person who looked as though he had a gun in his waistband. When the suspect saw he was being followed, he threw two loaded guns on the ground and ran from the officers. The Officers chased the suspect and were able to take him into custody. The guns had been reported stolen and the suspect was in violation of parole and known to be armed and dangerous.

February – Police Officers of the Month Adrian York and Probationary Police Report Eric Moran
Officers York and Moran had several noteworthy arrests during February. On February 11, they arrested a suspect who was charged with unlawful use of a weapon, felon in possession of a firearm, tampering with a motor vehicle and receiving stolen property. The case was referred to the U.S. Attorney’s Office. On February 12, they arrested two suspects for burglary, property damage and stealing. Officers York and Moran are motivated, enthusiastic and committed to their job as demonstrated by their work in February.

March – Police Officers of the Month Marvis Moody and Erin McBride
On March 23, Officers Moody and McBride received a call for two people armed with guns. They arrived at the scene and located the suspects. One suspect was in possession of drugs and was arrested for possession and sale of a controlled substance. While searching the area the officers found a loaded gun on the ground. The officers were able to take a potentially dangerous person and weapon off of the streets.

April – Police Officers of the Month Mathew Burle and Thomas Zipf, Jr.
Officers Burle and Zipf became partners earlier in 2009 and have had outstanding results ever since. During April the Officers made six arrests resulting in 11 felony, 5 misdemeanor and 11 city charges. Two of these cases were accepted for prosecution at the Federal level by the U.S. Attorney's Office.

May – Probationary Police Officer of the Month James Wilcox
On May 11, Officer Wilcox was on patrol at the intersection of Garrison and Natural Bridge when he saw an armed robbery in progress with two victims being held at gunpoint by two suspects. The Officer immediately took action and the suspects fled on foot. With the help of others, one of the suspects was eventually found and taken into custody. The victim’s property and the weapon used in the incident were recovered.

June – Police Officer of the Month Ronald Vaughan
Officer Vaughan made several outstanding arrests during the month of June. During one incident, Officer Vaughan was interviewing two people on the street when one of them dropped drugs and tried to flee. Officer Vaughan ran after the suspect and eventually took him into custody. Another arrest occurred when Officer Vaughan stopped a car and discovered the suspect had drugs in his possession. The suspect attempted to run from Officer Vaughan but was taken into custody and officers discovered the suspect had drugs and a loaded handgun. Later in the month, Officer Vaughan saw a suspect attempting to steal a car. The suspect fled in another stolen vehicle but was eventually taken into custody. Congratulations to Officer Vaughan for his outstanding efforts during June.

July – Police Officers of the Month Thomas Streckfuss and Todd Hefele
During July, Officers Streckfuss and Hefele responded to a call and saw two people coming out of a building carrying a heater. When they saw the officers, the suspect fled on foot. The officers pursued the suspects and were able to take them into custody. Warrants were issued against both suspects.

August – Police Officers of the Month Kyle Chandler and Joseph Haman
During the month of August, Officers Chandler and Haman arrested 10 suspects who committed a variety of crimes including discharging a gun in public and tampering. Eight of the individuals they arrested were wanted for previous crimes. Congratulations to these officers on their outstanding results during August.

September – Police Officer of the Month Probationary Officer Eric Moran
Officer Moran worked tirelessly during the Polish Festival in St. Louis during September to make sure there were no safety issues. He also patrolled the area to keep those attending safe. In addition to his outstanding work during that weekend, he had four felony arrests and two misdemeanor arrests during September.

October – Police Officers of the Month Lucinda Miller and Terri Owens
Officers Miller and Owens had several outstanding arrests in October. The officers were on patrol when they were stopped by employees at a restaurant that had just been robbed. They were able later to locate a suspect who matched the description and was positively identified by the employees.

November - Officer of the Month Marvis Moody and Probationary Officer Eric Moran
On November 25, Officers Moody and Moran received a call about a suspicious person. The officers received a description of the person who was wanted for a homicide in Illinois. The officers approached the suspect and after initially running, the suspect was taken into custody. The investigation revealed the suspects was also wanted for a Robbery and Assault.

December – Police Officer of the Month Nicola Lampkin
Officer Lampkin has help re-vitalize the 5th District Business Association, which currently has over 30 members. Officer Lampkin was instrumental in implementing the 5th District Awards Luncheon which recognizes officers for their outstanding work throughout the year. Officer Lampkin also re-established the monthly 5th District Community Outreach Meetings. In December of 2009 Officer Lampkin help raise over $2600 for the 5th District Adopt-A-Family fundraiser which provided two needy families with Christmas presents. Officer Lampkin has done an outstanding job and has established a great relationship with community.

Fifth District

The Fifth District includes the neighborhoods of College Hill, Fairground, Fairgrounds Park, Hyde Park and portions of North Riverfront, Old North St. Louis, St. Louis Place, Jeff Vanderlou and O’Fallon.
